As the nation rebuilds its energy infrastructure amidst ongoing military conflicts with Russia, a shift towards a decentralized electricity grid is seen as vital for ensuring consistent access to power, heat, and water for millions of Ukrainians.
Ukraine is at risk of experiencing widespread power outages through 2025 and potentially beyond, per the IEA's "Empowering Ukraine through a Decentralized Electricity System." This report was unveiled in Kyiv by an IEA delegation alongside Deputy Energy Minister Roman Andarak and other key figures in Ukraine's power sector. It highlights that two-thirds of the country’s dispatchable power generation capacity has been compromised due to the intensification of attacks in spring 2024, resulting in frequent rolling blackouts and unscheduled outages. With peak demand expected to hit 18.5 gigawatts (GW) this winter, a shortfall of up to 6 GW is likely, risking further disruptions over the coming months.
The IEA stresses that immediate action is necessary to address current power deficiencies while also planning for the future. A decentralized energy system, enriched with rooftop solar, wind power, batteries, and small modular gas turbines, is recommended to alleviate the impact of ongoing attacks and to align with Ukraine's long-term energy security and decarbonization strategies. The report expands on an earlier IEA publication from September that focused on Ukraine's energy security needs for the upcoming winter.

IEA Executive Director Fatih Birol remarked, “This winter, Ukraine’s energy system is facing its biggest test to date...This report shows important steps that policy makers can take now to meet the country’s immediate power needs while also preparing for the future.”
Deputy Minister Andarak expressed gratitude for the IEA's insights, stating, “The development of flexible distributed generation—particularly through renewable energy sources, storage, efficient cogeneration, and gas turbine units—will make our energy sector less vulnerable to Russian attacks. Distributed generation will certainly remain our priority, and we hope for support and close cooperation with partners in these areas.”
The IEA's analysis reveals that distributed energy resources can significantly contribute to achieving Ukraine's energy objectives by 2030. New modeling projects the need to add 24 GW of solar, 11 GW of wind, and 6 GW of energy storage over the next decade while maintaining existing generation assets. Constructing a power system based solely on small modular gas turbines and engines would entail an upfront investment of $12.8 billion. However, integrating a mix of renewable sources and batteries could result in a more economical solution with costs ranging from $15.5 billion to $23 billion upfront, leading to a reduction in electricity and fossil fuel imports and a 6% annual cost decline long-term.
